Transmission Owner Services and Asset Assignment Agreement <br />EXHIBIT A-I <br />DESCRIPTION OF BROOKINGS TRANSMISSION PROJECT <br />Description -Brookings, S.D. -Southeast Twin Cities 345-kV Line ("Brookings <br />Pro'ect" <br />CMMPA and four other parties have entered into the Upstream Project Agreements for <br />the Brookings Project, which provide for the development, construction, acquisition, <br />completion, and operation and maintenance of the Brookings Project, including upgrades <br />and other improvements and capital additions. The four parties that entered into the <br />Upstream Project Agreements with CMMPA for the Brookings Project are Northern <br />States Power, Great River Energy, Otter Tail Power Company, and Western Minnesota <br />Municipal Power Agency. <br />The Brookings, South Dakota, to southeast Twin Cities proposal is a 210-mile 345-kV <br />transmission line between the Brookings County Substation near Brookings, South <br />Dakota, and a new substation, Hampton Corner, in the southeastern quadrant of the Twin <br />Cities area, plus a 30-mile 345-kV transmission line between Marshall and the Granite <br />Falls area. Alternatively, a portion of the proposal could follow an existing 230-kV line <br />corridor between Granite Falls and near New Prague, Minnesota. Parts of the new <br />transmission infrastructure may be located in the following Minnesota counties: Brown, <br />Carver, Chippewa, Dakota, LeSueur, Lincoln, Lyon, McLeod, Redwood, Renville, Rice, <br />Scott, Sibley and Yellow Medicine. The proposal also includes the following <br />connections to the existing transmission system: <br />^ Brookings County Substation near Brookings, South Dakota <br />^ Lyon County Substation near Marshall, Minnesota. <br />^ Anew substation (Hazel Run) near Granite Falls, Minnesota. <br />^ A 230-kV line from Hazel Run to Minnesota Valley Substation on the east <br />side of Granite Falls. <br />^ Franklin Substation or a new substation in the Franklin area. <br />^ Anew substation (Union Hill), west of New Prague, to connect with the <br />existing Twin Cities to Mankato 345-kV line. <br />^ Lake Marion Substation or a new substation further south in the Interstate <br />35 corridor to connect to an existing 115-kV line. <br />^ Anew substation (Hampton Corner) to connect the line to an existing <br />345-kV line northeast of Hampton, Minnesota. <br />As used in this Agreement, the term "Brookings Transmission Project" means that <br />portion of the Brookings Project with respect to which, pursuant to the applicable <br />Upstream Project Agreements, CMMPA holds ownership and other rights. <br />54 <br />
