All minor civil' <br />divisions in a region were separated into One of five tiers based on 1994 estimated population data, with tier one <br />having the hi~hest population cenm-s and tier five having the lowest. One site was randomly selected from each <br />population tier in each lV[PCA region. The random selection process is descn'bed in the work. plan for the <br />.Statewide Air Toxics Monitoring Study. This random selection of sites will allow the MPCA to make inferences <br />about ambient air concentrations of pollutants in other rural areas, towns, and cities that are not included in the <br />study from the statistical properties of the data that will be collected from the randomly selected sites. <br /> <br />** However, the use of a random selection process to arrive at the selected sampling sites resulted in some large <br /> geographic areas of the northern part of the state thai did not have sampling sites. To address this, five <br /> additional sites were chosen to give better geographical coverage to the northern one-third of the stale. The <br /> additional skes wer~ selected based on their geographic location in the northern pan of the state and their <br /> population. <br /> <br /> <br />
