Memo to the Mayor and City Council/P 97-11 <br />July 21, 1997 <br />Page 4 <br /> <br />Indirect Source Permit <br /> <br />The Minnesota Pollution Control Agency (MPCA) has issued a draft Indirect <br />Source Permit (ISP). The final permit will be provided to the city on August <br />13, 1997. <br /> <br />Outlot A <br /> <br />Outlot A has a gross area of approximately two acres. This includes the <br />Menards sign and some ponding area. The usable area is approximately 1.5 <br />acres. Staff recommends the usable area is not large enough for two <br />commercial lots consistent with the approved concept plan. Therefore, Outlot <br />A should not be platted into more than one commercial lot. <br /> <br />Pedestrian Circulation <br /> <br />Currently a sidewalk exists along the south side of 197th to Evans Street. <br />The sidewalk then continues south along the east side of Evans to 193fa. <br />With the development of Lot 1, Block 1, Hillside Crossing Three, a sidewalk <br />along the west side of Evans should be installed along with this plat. It is <br />recommended the sidewalk be extended to the new driveway from the Amoco <br />site onto Evans, with the ultimately continuing south to the southerly <br />driveway when Outlot A is developed. <br /> <br />Recommendation <br /> <br />Staff would recommend approval of the following: <br /> <br />ho <br /> <br />Preliminary Plat for Hillside Crossing Three with the following <br />conditions: <br /> <br />A DEVELOPER'S AGREEMENT BE PREPARED OUTLING THE TERMS AND <br />CONDITIONS FOR APPROVAL ALONG WITH NECESSARY IMPROVEMENTS. <br /> <br />THE PRELIMINARY AND FINAL PLAT SHALL BE ADJUSTED TO SATISFY THE <br />CONDITIONS APPROVED AS PART OF THE AMOCO OIL'S SITE PLAN REVIEW. <br />THIS INCLUDES ANY MODIFICATIONS TO THE LANDSCAPED AREAS ALONG <br />EVANS AND 197TM. <br /> <br />o <br /> <br />PARK DEDICATION SHALL BE PAID IN THE AMOUNT REQUIRED BY THE CITY AT <br />THE TIME OF FINAL PLAT. <br /> <br />SURFACE WATER MANAGEMENT SHALL BE PAID IN THE AMOUNT REQUIRED <br />BY THE CITY AT THE TIME OF FINAL PLAT. <br /> <br />WATER AVAILABILITY SHALL BE PAID TO ELK RIVER UTILITIES PRIOR TO <br />RECORDING THE PLAT WITH THE COUNTY.
