Memo to the Mayor and City Council/P 97-11 <br />July 21, 1997 <br />Page 2 <br /> <br />acres). The subject property was originally platted as an outlot along with <br />Hillside Crossing II planned unit development which included all of the <br />property north of Sax Foods up to 197th Avenue. <br /> <br />The concept plans for Hillside Crossing planned unit development were <br />approved with the subject site shown as one large parcel including one <br />commercial building, with an area of approximately 11,400 square feet. The <br />original concept plan also included extensive earth berming along 197th <br />Avenue and Evans Street to serve as a buffer to the residential areas <br />immediately to the north and northeast. The concept plan indicated much <br />larger setback areas along Highway 169 to provide the opportunity for <br />additional landscaping. <br /> <br />Traffic~Circulation <br /> <br />Reviewing the proposed plans submitted by Amoco Oil along with the <br />proposed subdivision and anticipated future projects in this area, staff has <br />taken a close look at the proposed driveway locations, turning movements, <br />potential conflicts and ultimate traffic demands in this area. Based on <br />previous projects and past experience, staff offers the following comments: <br /> <br />The right in only off of 197tn is approximately 145 feet from <br />Highway 169. This is 20 feet further from Highway 169 than the <br />SuperAmerica on 193rd. The 145 feet is closer to the highway than <br />some of the other gas stations recently approved in the city (both <br />Holiday locations). In a letter from Terry Humbert, MnDOT Traffic <br />Engineer, it is pointed out the need to keep the intersections along <br />Highway 169 as "free-flowing" as possible. Mr. Humbert suggests <br />the proposed location of the right-in should be discouraged at this <br />location. <br /> <br />The concept plan approved for this site showed no access onto <br />Evans along the east side of the property. Therefore, no comments <br />were made regarding potential access drives. Staff would <br />recommend any new access along Evans line up with 196th to the <br />east. <br /> <br />Only one additional driveway should be allowed onto Evans from <br />the remaining outlot. The location should be located to the south <br />end of Outlot A, similar to the driveway shown on the concept <br />plans. <br /> <br />\\elkriver\sys\shrdoc\council\p97-11.doc <br /> <br /> <br />
