Memo to the Planning Commission/CU 97-17 <br />July 22, 1997 <br />Page 2 <br /> <br />hours a day. The proposed project also coincides with a preliminary plat <br />application, Hillside Crossing III, to plat the parcel on which the project will <br />be located. The City Council will be considering the preliminary plat at their <br />July 21, 1997 meeting. Final plat will be considered by the City Council <br />concurrently with this conditional use permit in August. <br /> <br />The Planning Commission will not be reviewing the plat apphcation; <br />however, enclosed is a copy of the proposed plat. If the Commission would <br />like to forward onto the Council any comments, these can be presented at the <br />time of final plat <br /> <br />The concept plans for Hillside Crossing II planned unit development include <br />a site plan, grading plan and landscaping plan for this site. Originally this <br />site was shown as one large parcel with a single commercial building of <br />approximately 11,400 square feet. The proposed Hillside Crossing III shows <br />the 1.3 acre Amoco parcel and a 2 acre outlot. <br /> <br />Along with the change from one lot to two, the proposed Amoco plans deviate <br />from the approved Hillside Crossing II concept plans regarding setbacks and <br />Bering along 197th Avenue, Evans Street and Highway 169, landscaping, <br />grading, and traffic and circulation. <br /> <br />Bering and Landscaping <br /> <br />The applicant is proposing a berm along 197th and Evans approximately 25 <br />feet wide and about 3 feet high. The top of the berm will be 2.75 feet above <br />the proposed finished floor elevation of the building. The concept plan had a <br />berm 80 to 100 feet wide and 6 feet above the proposed finished floor <br />elevation of the building. In a similar situation, the Elk River Retail Center <br />located at the corner of Why 169 and Elk Hills Drive, include a 50 foot <br />landscaped buffer along Dodge Street; included in the buffer is a berm 8 to 10 <br />feet above the proposed finished floor elevation of the buildings. The concept <br />plan also showed a much wider setback from Highway 169, which could be <br />used for additional landscaping. <br /> <br />To effectively buffer the convenience store from the adjacent residential area, <br />additional green space should be provided; the height of the berm should be <br />such so that when combined with additional landscaping, sufficient screening <br />is accomplished between the residential land uses and commercial business. <br /> <br />The overall landscaping on the site is also different from what is shown on <br />the concept plans. The concept plan had 21 overstory trees shown on the <br />single 3 acre parcel. The Amoco landscaping plan shows 4 over story trees <br />located along the proposed south lot line.
