Planning Commission Minutes <br />l~iarch 8, 2011 <br />Page 2 <br />Terry Nichols, applicant -stated he was present to answer any questions. • <br />Chair Westberg closed the public hearing. <br />Commissioner Anderson asked where the materials to be processed came from. Mr. <br />Nichols stated the materials are by-products of large scale retail, medical, printing and <br />thermoforming operations. Commissioner Anderson asked what types of plastics are <br />processed. Mr. Nichols stated they handle plastics No. 1's through No. 7's. He noted there <br />are 40 different resin types within those plastics. Mr. Nichols explained that the materials <br />are cleaned, sorted, shredded and baled into a product buyers can reuse. <br />Commissioner Ives asked if there would be any changes to the exterior of the building. Mr. <br />Barnhart stated no. <br />MOVED BY COMMISSIONER LEMKE AND SECONDED BY <br />COMMISSIONER ANDERSON TO RECOMMEND APPROVAL OF <br />CONDITIONAL USE PERMIT, CASE NO. CU 11-04 AS ILLUSTRATED ON <br />APPLICATION DATED JANUARY 31, 2011 WITH THE FOLLOWING <br />CONDITIONS: <br />1. AS A CONDITIONAL USE PERMIT IS NOT A BUILDING PERMIT, <br />THE APPLICANT SHALL APPLY FOR ALL REQUIRED PERMITS. <br />2. THE DEVELOPMENT SHALL MEET ALL APPLICABLE FIRE CODES. <br />3. NO OUTSIDE STORAGE OF DUMPSTERS OR TRAILERS SHALL BE • <br />PERMITTED ON THE NORTH OR EAST SIDE OF THE BUILDING. <br />MOTION CARRIED 6-0. <br />5.2. Request by City of Elk River for Ordinance Amendment Re_gardingGeneral Planning <br />Permits. and Section 902 Pertaining to Lighting Public Hearing, Case No. OA 11-01 <br />Jeremy Barnhart provided the staff report for this item. He distributed a revised draft of the <br />ordinance which incorporated recent changes proposed by City Attorney Peter Beck. <br />Chair Westberg opened the public hearing. There being no public comment, Chair <br />Westberg closed the public hearing. <br />MOTION BY COMMISSIONER ANDERSON AND SECONDED BY <br />COMMISSIONER JOHNSON TO RECOMMEND APPROVAL OF THE <br />ORDINANCE AMENDMENT REGARDING GENERAL PLANNING <br />PERMITS, AND SECTION 902 PERTAINING TO LIGHTING, CASE NO. <br />OA 11-01. MOTION CARRIED 6-0. <br />6.1. Elect Chair and Vice-Chair <br />MOTION BY COMMISSIONER ANDERSON AND SECONDED BY <br />COMMISSIONER JOHNSON TO APPOINT TROY IVES TO THE <br />POSITION OF PLANNING COMMISSION CHAIR. MOTION CARRIED 5- • <br />0-1. Commissioner Ives abstained. <br />
