August 18, 1997 <br />City Council Meeting <br /> <br /> My name is PollH Robbins. I live at 12884th 187th Cir. NW. <br />I am here representing citizens of Elk River, who are petitioning <br />to have the traffic signal at HwH. 10 and Upland Ave. installed <br />in 1997. <br /> <br /> We do question the fact that other traffic signals have been <br />initiated and installed by the city, as the city continues to <br />grow~ while this intersection at Hwy. 10 and Upland, in an old <br />established neighborhood, where accident after accident occurs, <br />has been overlooked. <br /> <br /> MN Dot came in two years aqo~ according to the City Engineer, <br />Terry Maurer, and said we would get a traffic signal at that <br />intersection because of so many complaints. Were those <br />complaints from the citizens of Elk River and or the City <br />Council? The City Council stated at a meeting in 1996 that there <br />would be a light in place in 1997 and now we have been told that <br />it is in the planning for 1998. What guarantee do we have that <br />the installation will not be delayed again? <br /> <br /> We are asking your assistance in requesting from MN Dot that <br />the time schedule for this light, that has already been approved <br />by the state, be moved to 1997. As of this date, I have not <br />received a reply from Gary Dirlam, District 3, Traffic Engineer <br />for the state, to a phone call and two faxed letters sent to him, <br />asking for information on the schedule for the signal to be <br />installed. <br /> <br /> I have a petition with ~~m~ names of citizens, requesting <br />that action be taken on this placement of the signal at Highway <br />10 and Upland now. <br /> <br />Thank you for your attention, <br /> <br />Polly Robbins <br />12884 187th Cir.
