ITEM 4.7.

Howard R, Green Company
CONSULTING ENGINEERS

August 13, 1997
File: 230321J-0020

CONSULTING ENG]NEE~

Honorable Mayor and City Council
City of Elk River
13065 Orono Parkway
P. O. Box 490
Elk River, MN 55330-0490

RE: FEASIBILITY STUDY FOR SHERBURNE COUNTY GOVERNMENT CENTER

Dear Council Members:

Attached is a copy of the Feasibility Study for the extension of utilities and street to serve the
Sherburne County Government Center. As you are aware, this project consists of the extension
of Business Center Drive from its current terminus point to the west limits of the County
Government Center property. The street improvement would also include street lighting and a
sidewalk on one side. The utility improvements would consist of a trunk watermain along the
same alignment as Business Center Drive with a lateral extension down the west side of the
County Government Center to provide fire flow to the west side of the building. There is lateral
sanitary sewer included in the feasibility study that extends east and west from the trunk line
along the east side of the Government Center property. The extension to the east would
provide lateral benefit to the Gagne property. The extension to the west would provide access
to the Wilson family property located immediately adjacent to the Government Center. The final
improvement discussed in the Feasibility Study is storm drainage necessary to provide service
to the new road.

This Feasibility Study was initiated by petition received from Sherburne County. Total cost of all
the improvements is proposed to be assessed against the two benefiting properties with the
exception of the watermain trunk oversizing which would be funded by the City, and the lateral
sewer in front of the Government Center, which also would be funded by the City, anticipating
that the cost would be recovered at a later date when development occurs on the Wilson family
property.

Attached is a resolution for the Council's consideration which receives the Feasibility Study and
orders a public hearing on the improvements. We have tentatively scheduled the public hearing
for October 6, 1997.

If you have any questions regarding this issue, I will be in attendance at Monday evening's
meeting.

Terry J.'rvTaurer, P.
