INFORMATION <br />.ver <br />MEMORANDUM <br />TO: Mayor & City Council <br />FROM: Rebecca Haug, Environmental Administrator <br />DATE: May 2, 201 I <br />SUBJECT: Update on Discussion with Jim Rossman <br />Mr. Rossman was present at a City Council meeting in December 2010 to discuss using the <br />Mississippi River as an economic development tool. During the City Council meeting, I was <br />instructed to meet with Mr. Rossman to further discuss his ideas. I received a phone call <br />from Russ Snyder with the Army Corps of Engineers (ACOE) on February 22, 2011. He <br />saw Mr. Rossman's presentation to the City Council. Mr. Synder informed me that the <br />ACOE is not in favor of doing anything along the Mississippi River. <br />I met with Mr. Rossman on Monday, Apri125, 2011 to discuss his ideas for the Mississippi <br />River to be used as an economic development tool. During the meeting, Mr. Rossman asked <br />if I would assist in the facilitation of a meeting with the Minnesota Department of Natural <br />Resources (DNR) and ACOE to come to a City Council meeting to discuss putting in buoys <br />along the Mississippi River. I did inform Mr. Rossman of my discussion with the ACOE. <br />If the City Council would like me to facilitate a meeting with the ACOE and DNR to discuss <br />placing buoys along the Mississippi River channel, please have this item added to an <br />upcoming agenda. Thank you. <br />
