.Aty of <br /> <br />River <br /> <br />MEMORANDUM <br /> <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />** Item #3.8.** <br /> <br />Mayor and City Council <br /> <br />Steve Ach, City Planner.~_~ <br /> <br />August 18, 1997 <br /> <br />City of Elk River Request for <br />Ordinance Amendment to Adjust <br />the Urban Service Boundary, Case <br />No. OA 97-10 <br /> <br />This item was presented to the Planning Commission and a public hearing <br />was held on July 22na. Several residents expressed a concern with being <br />included in the urban service boundary, because they would become subject <br />to assessments for improvements in the eastern area of Elk River. The <br />residents also were concerned about the timing of when utilities would be <br />made available, therefore, necessitating assessments and affecting their <br />current situation. <br /> <br />From staffs standpoint, if the area was included in the urban service <br />boundary, there would be no reason to assess this area until the entire area <br />north of County Road No. 12 was developed. Furthermore, a date of 2005 or <br />2010 could be placed on this area earmarking a point in time when utilities <br />would serve the property. This would assure the residents of some date in <br />the future when to expect city services. <br /> <br />From a growth management standpoint, including the area within the urban <br />service boundary and attaching some future date when sewer and water <br />would be made available is a better long-term planning decision than leaving <br />the area zoned for 2-1/2 acre development. Staffwill be meeting with the <br />residents within this area to discuss what conditions would need to be put <br />into place to have them support being included within the urban service <br />boundary. The Planning Commission will be reviewing this application <br />again on September 23ra; therefore, this item should be postponed to the <br />October 20, 1997 City Council meeting. <br /> <br /> \\elkriver\sys\shrdoc\council\oa97-10.doc <br /> <br />13065 Orono Parkway · P.O.
