Parks Planner Chris Leeseberg led the planning discussion. The process began with <br />participants identifying their three top park amenity priorities which were then compiled on <br />group list. Next participants reviewed the group list and determined their top five priorities. <br />All priorities were then compiled on the group list. From that the top overall priorities were <br />determined. Following is a list of the top group amenities: <br />• Natural wilderness emphasis (including native species reconstruction and the <br />removal of invasive species) <br />• Combination of paved and unpaved trails <br />• Educational signage such as native species and wildlife identification <br />• Adequate parking <br />• Buffer between park and adjacent neighborhood (including the parking lot and park <br />in general) <br />• Benches <br />The following is provided in response to the discussion at the meeting about the appraisal both in <br />terms of the type of appraisal and whether it is public data. The grant program manual states <br />"Minnesota Statute 13.44 categorizes estimated or appraised value of real property prior to the <br />purchase and sale as confidential data on individuals or protected nonpublic data. See also <br />Minnesota Government Data Privacy Act for more information. This information, along with <br />corresponding budget information, will be redacted from the applications before making them <br />public." The manual states that the appraisals "must be performed by a qualified licensed <br />appraiser and meet the Uniform Standards of Professional Appraisal Practice." In other words, <br />the appraisal is far more comprehensive than an appraisal done for typical private purchase <br />transactions. <br />FINANCIAL IMPACT <br />Depending upon the grant, a match of up to 50 percent is required from the City. The exact <br />amount of the grant application will not be known until the appraisal is received on March 28 and <br />the exact amount of the City's match will depend upon the appraised value and the type of grant. <br />The Minnesota Land Trust will be assisting in funding this purchase. <br />No immediate development costs are required as development of the park may not occur until <br />some date in the future when funding is available.
