Mediation was <br />requested in January. In March, the Police Union employees requested a <br />vote to change union representation. During this legal process no mediation <br />or negotiations are allowed. A new union was certified for the Elk River <br />Police Department in late April, 1997. The union now representing the police <br />department is Law Enforcement Labor Services, Inc. (LELS). The Elk River <br />business agent for the Police Union is Terry Herberg. <br /> <br />The city and police department representatives met on June 12, 1997. At <br />this meeting the city suggested pursuing mediation. Mr. Herberg declined <br />this suggestion and requested that, after the city knows the impact of the <br />new levy limits law, staff meets with the City Council to review the union's <br />and city's positions. <br /> <br />Levy limit information is required to be available to cities by August 1, 1997. <br />Accordingly, this July 28, 1997, Executive Session was set up in anticipation <br />of levy limit information being available. At this time no information is <br />available and if nothing is received by July 28th, we will have to use some <br />"best guesses" or else call another Executive Session for Monday, August 4, <br />1997. <br /> <br />On July 28, 1997, I anticipate discussing levy limits with the City Council <br />along with reviewing the most recent city and union discussions regarding <br />desired contracts for 1997 and 1998. <br /> <br />X\elkriver\sysXshrdoc\council\polunion.doc <br /> <br />13065 Orono Parkway · P.O.
