~ity of

Item # 6.

iver

MEMORANDUM

TO:

FROM:

DATE:

Mayor and City Council
~,/
Pat Klaers, City Administrator I?~
July 28, 1997

SUBJECT:

Feasibility Study for the Trunk Utility
and Major Transportation
Improvements for Eastern Elk River
Phase I

The feasibility study for trunk utilities and transportation improvements for
eastern Elk River Phase I was distributed to the City Council on Monday,
July 21, 1997. Additional copies of this report are available and will be
distributed to affected property owners, developers, etc., as appropriate at the
July 28, 1997, meeting. City Engineer, Terry Maurer, will make a
presentation to the City Council on the contents of the feasibility study and
the major issues that need to be considered by the City Council. This
feasibility study was completed based on a petition for public improvements
from the developers of the Waddy Schultz and Earl Hohlen properties. We
do not know when or ff we will receive feedback from these developers
regarding their desires to have the improvements installed.

Additionally, the City Engineer will have official map information available
for the City Council at the July 28, 1997, meeting. If the Council is certain
that this is the route that it desires, and believes that this corridor will be
constructed, then staff should receive direction to continue the official
mapping process. This process includes staking the center line in the road,
conducting a public hearing, and recording the official map document at the
County. This recording puts affected property owners on notice that the City
intends to construct a road in this area.

13065 Orono Parkway · P.O.
