based on the need for additional study to fully develop the pool proposal. The
Commission believes that the best chance of success this September is to only
pursue a modest outdoor park and recreation referendum. The Commission
is prepared for the outdoor recreation issue as they have been working on
this indirectly for a number of years, while the po01 issue has only recently
surfaced and the Commission simply is not prepared to go forward in
September with this pool issue.

Attached for your information is the contents of the $2 million outdoor
recreation bond referendum proposal. I support the attached proposal and
Phil Hals and I have worked with the Commission subcommittee on this
proposal.

Recommendation

If the Council concurs, I would request an unanimous vote to adopt the
attached resolution from Jim O'Meara regarding the total cost of the bond
proposal, the question put forward to the public, and the September 23, 1997,
election date.

\\elkriver\sys\shrdoc\council\outdrrec.doc
