MINUTES OF THE SPECIAL ELK RIVER <br />HERITAGE PRESERVATION COMMISSION <br />AT THE ELK RIVER CITY HALL <br />Thursday, January 20, 201 I <br />Members present: Debra Mortensen, Chair Lance Lindberg, and Mark Konietzko <br />Members absent: Kristin Harris, Stephen Rohlf <br />Staff Present: Environmental Administrator, Rebecca Haug <br />Environmental Technician, Nicki Blake-Bradley <br />Others Present: Michael Brubaker, Sherburne History Centex <br />1) Meeting called to Order• <br />Elk River Heritage Preservation Commission was called to order at 6:03 p.m. by Chair <br />Lindberg. <br />2) Consider January 20 2011 HPC Agenda• <br />Ms. Haug requested the addition of Tiller's CUP request to the agenda. <br />MOTION TO AMEND THE AGENDA WITH THE CHANGES DISCUSSED BY <br />COMMISSIONER KONIETZKO AND SECOND BY COMMISSIONER <br />MORTENSEN. ALL IN FAVOR. MOTION CARRIED. <br />3) Consider December 16.2010 HPC Minutes• <br />MOTION TO APPROVE THE MINUTES BY COMMISSIONER KONIETZKO AND <br />SECOND BY COMMISSIONER MORTENSEN. ALL IN FAVOR. MOTION <br />CARRIED. <br />4) Review of Goals & Ulan for 2011 implementation• <br />Ms. Haug informed the HPC that a joint meeting has been scheduled with the HRA for <br />February 17, 2011. Bonnie McDonald, Preservation Alliance of MN will be speaking to <br />both Commissions regarding the state historic tax credit along with other financing tools for <br />historic structures. This had been a 2010 goal but due to staffing and commission schedules, <br />was not feasible. It was discussed that the River's Edge Downtown Business group be <br />invited as well as homeowners and other business owners. <br />Commissioner Mortenson volunteered to work with City staff to create the historical <br />displays to create awareness to the community about the history of Elk River. The displays <br />will be located at various city locations and local banks, etc. <br />5) Oral History U date <br />Ms. Haug offered to contact RSVP about getting volunteers to conduct the interviews. Mr. <br />Brubaker offered to give some mini-txainings. Commissioner Mortenson offered to start <br />conducting interviews of the people on the list. <br />
