'^~/
Elk REQUEST FOR ACTION
...~
River
TO ITEM NUMBER
Ma or and Ci Council 5.3.
AGENDA SECTION MEETING DATE PREPARED BY
Administration Februa 7, 2011 Rodne Schreifels, Parks Su ervisor
ITEM DESCRIPTION REVIEWED B~/
2011 Park Fleet Replacements Mark Thompson, Fleet Committee
Chair
REVIEWED BY
Tim Simon, Finance Director
ACTION REQUESTED
City Council is asked to approve the replacement of two parks mowers in 2011.
BACKGROUND/DISCUSSION
The City maintains approximately 1,000 acres of parks and mows approximately 140 acres and mowing is
an integral part of maintaining the parks/ball fields. The mowers generally have a useful life of between
five (5) to seven ('7) years depending on the usage and condition of the machines. The requested
equipment to be replaced is a 2006 Toro 580 groundsmaster and a 2001 Jacobsen 5111 mower. The 2001
Jacobsen will be 10 years old and the cost for maintenance has been starting to increase over the past
three years. The 2006 Toro 580 groundsmastex will be five years old, but has one of the highest costs per
hour in the park department fleet and numerous hours of downtime.
The 2001 Jacobsen will be replaced with a Toro 4010 and the Toro 580 will be replaced with a Toro
5910. The 4010 will have an 11' mowing width and the 5910 will have a 16' mowing width. We will be
purchasing some additional winter attachments to make these machines more functional to help with
snow removal. The new mowers with the extra attachments are expected to have a useful life between six
(6) to eight (8) years. We have contacted various other cities using these mowers with the winter
attachments and are told they have used them with great success and no major problems.
We will be trading in the older machines based on the price offered by MTI compared to what we think
the market would bring on auction based on the condition of the machines.
FINANCIAL IMPACT
The 2011 equipment replacement fund budgeted the net cost of the two mowers at $139,000 based on
2010 state contract pricing. The 2011 state contract was just released last week and showed a price total
of $143,197 net of trade-in. However, the National IPA Cooperative Contract, which is a national joint
purchasing alliance made up of Cities, Counties, and States, has a contract price of $140,542.73 net of
trade-in. Thus, we axe recommending the National IPA Cooperative Contract. Both the State contract
and the National IPA Cooperative Contract axe with MTI Distributing. We anticipate the amount over
budget will be offset by other purchases coming in under estimates fox 2011.
N:\Public Bodies\City Council\Council RCA\Agenda Packet\02-07-2011\Pazksmowers[1].doc
