May 6, 2003 <br />Dear Park Neighbor <br />Enclosed please find a revised park plan for I-yighlands East/West Parks. City staff met with several <br />neighborhood representatives on April 18~ to walk both sides of the park and determine the most <br />appropriate location for active park elements. As you can see on the enclosed 11"x17" plan, we will <br />be locating a substantial playground structure and full size basketball court on the west side of <br />Aubum Street. Wall9rtg paths will connect the two halves of the park and, where appropriate, native <br />plant restoration will occur throughout the park The native plant restoration, however, will be a <br />long-term park development project. <br />The enclosed park plan is scheduled to be reviewed and approved bythe Park and Recreation <br />Commission at its May 14, 2003 meeting. The meeting begins at 7:00 p.m and is held at Elk River <br />Gty Hall. The Gty Council also requested to have final approval of this park plan, which has been <br />scheduled for May 19, 2003. Once the overall park plan has been approved, the final playground <br />structure will be approved bythe Park and Recreation Commission at their June 11, 2003 meeting. <br />You are invited to attend the June l lrh meeting to view the presentation of the final playground plan. <br />The 2003 Park Capital Improvements Budget includes $50,000 for construction of a playground at <br />I-Iighlands East/West Park The playground proposed in the plan totals approximately $33,000 in <br />equipment (swings, 5-12 age play structure, climbing apparatus and track slide). The remaining <br />$17,000 will be used for concrete curbing, landing material, and paving of the pathways to the <br />playground area, as noted on the plan. In addition, the Catywill install benches.
