Item # 9_2. <br />MEMORANDUM <br />TO: Park and Recreation Commission <br />FROM: Bill Maertz, Parks and Recreation Director <br />DATE: May 10, 2006 <br />SUBJECT: 2006 Goals Update <br />Goal: Update of Trail Master Plan -This plan needs to evolve, to plan for and respond to <br />development. An implementation plan that includes funding methods, such as a <br />referendum and giants, should be included part of the trail master plan. <br />Update: Pazks plamung staff have prepared an updated trail plan. This plan will be <br />reviewed at the May 1 Q 2006 meeting and go to Council for consideration in May. <br />Goal: Development of the downtown park along the xivei is a high priority, and should <br />take place in 2006. The ability to program community events downtown in a high visibility <br />location is seen as a great community building opportunity. <br />Update: CouncIl approved authorization to bid in Apri12006. Bids are scheduled for <br />opening on May 9. Funds from the stoxmwatex management fund and the development <br />fund will supplement the budget. <br />Goal: Implementation of the NRI taskforce recommendations. <br />Update: Community Development staff is currently working on revising the transfer of <br />development rights recommendation to insure that the incentives are adequate. <br />Goal: Identify a site and explore funding for an Axea Wide/Community Pazk in the <br />northeast part of Elk River. <br />Update: NE Elk river is outside the Metro Gxeenways Grant target area. Staff believes <br />that the most likely scenario fox obtaining a 100-plus acre park in this area, is by acquiring <br />additional land on the north side of the Barsody property. A scheduled park System plan <br />update in 2007 may help develop funding mechanisms for this project. <br />Goal: Explore Collaboration with Sherburne County for the development of a nail and <br />greenway connecting Elk River with the Sand Dunes State Forest and the Shexbume <br />Wildlife Refuge. <br />
