PUBLIC AND AGENCY INVOLVEMENT <br /> <br />t <br /> <br />The City of Elk River and Mn/DOT will be required to coordinate funding. <br /> <br />VI. <br /> <br />DESIGN CRITERIA AND EXCEPTIONS <br /> <br />No design exceptions to Mn/DOT or AASHTO standards are required. <br /> <br />VII. <br /> <br />JUSTIFICATION <br /> <br />Traffic signal justification will be based on applying the applicable warrant(s) for <br />signal installation as outlined in the Minnesota Man~81 on Uniform Traffic Control <br />Devices (MMUTCD) and reconciling the roadway geometrics, proposed lane <br />usage, existing traffic volumes and planned changes in the area roadway <br />network with the requirements of the MMUTCD and sound traffic engineering <br />practice. <br /> <br />The signal warrants analysis is based on the assumptions shown below: <br /> <br />Geometry: <br /> <br />Warrant Analysis Assumptions <br /> <br />Northbound Mainline <br />Southbound Mainline <br />Minor Street <br /> <br />2 approach lanes <br />2 approach lanes <br />2 approach lanes <br /> <br />Approach Speeds: <br /> <br />Mainline 55 mph <br />Minor Street 30 mph <br /> <br />Based on April 1996 traffic counts for 197th Avenue, and previous data collected <br />by Mn/DOT for TH 169, the TH 169 and .197th AvenUe intersection does not <br />meet minimum/warrant requirements for traffic signal control. <br /> <br />In order to determine if the proposed Menard's development forecast volumes <br />would meet signal warrant requirements, hourly approach forecast volumes were <br />developed and a 16-hour warrants analysis completed.
