8, the Combination of Warrants, would be met with the development anticipated within two years. <br />Table 2 is a summary of this analysis. <br /> <br />Additional issues that strengthen the justification of signalization of this intersection are discussed <br />below. <br /> <br />An accident problem does not currently exist; however, potential for accidents is likely to increase <br />as traffic volumes through the intersection increase. This is particularly true with the high-speed <br />(55 miles per hour speed limit) nature of traffic on T.H. 10. Although the analyses in this report <br />project traffic to be generated by development anticipated within the next two years, additional <br />development is expected beyond that two year window, especially along the south T.H. 10 <br />frontage road. <br /> <br />The construction of 185th Avenue will change the existing T-intersection to a four-legged <br />intersection. This will increase the number of conflicting traffic movements in the intersection, <br />thereby increasing complexity and potential for safety concerns. <br /> <br />Installation of a traffic signal at this location could provide assistance to MnDOT in its efforts to <br />close other access points along T.H. 10. This could provide safety benefits that extend well <br />beyond the immediate vicinity of the T.H. 10/Joplin Streeff185th Avenue intersection. <br /> <br />Based on recent traffic counts and traffic projections for developments currently under <br />construction, signalization of the intersection of T.H. 10 with Joplin Street/185th Avenue is <br />warranted on the basis of meeting Warrant Number 2, the Interruption of Continuous Traffic <br />Warrant; Warrant Number 8, the Combination of Warrants; Warrant Number 9, the Four-Hour <br />Volume Warrant; and Warrant Number 11, the Peak Hour Volume Warrant.
