I. PROJECT DESCRIPTION <br /> <br />This report documents the warrant analysis and justification for signalization at the intersection <br />of T.H. 10 and Joplin Street/185th Avenue in Elk River, Minnesota. Exhibit 1 identifies the <br />intersection location on a local area map. T.H. 10 is a principal arterial that runs east/west thru <br />the City of Elk River. At this intersection, it will have four lanes in each direction: one left turn <br />lane, two thru lanes and one right turn lane. Joplin Street is a collector road that intersects T.H. <br />10 in a T-intersection from the south. On the northbound approach, it has one left turn lane, one <br />thru lane and one free right turn lane. As part of the proposed construction project, 185th Avenue <br />will be extended north to form the fourth leg of this intersection. It will continue to the west, <br />servicing as a north frontage road for T.H. 10 and providing land access to adjacent commercial <br />and residential properties. Its southbound approach lane configuration will consist of one left <br />turn/thru lane and one thru/right mm lane. Exhibit 2 shows the proposed intersection layout with <br />the fourth leg, 185th Avenue, in place. <br /> <br />Parking is not permitted on the three existing legs, and will not be allowed on 185th Avenue. The <br />T.H. 10 speed limit is 55 miles per hour in this area, and Joplin Street has a 30 mile per hour <br />speed limit. The three existing legs have center medians, as will 185th Avenue. The proposed <br />work includes installation of a permanent six phase traffic actuated traffic control signal system <br />with an advance warning flasher for eastbound approach traffic, wiring for future emergency <br />vehicle pre-emption, and conduit stub-outs from the equipment pad for possible future hard-wire <br />interconnect and phone line connection. As mentioned earlier, this work is proposed in <br />conjunction with the construction of 185th Avenue, which will form the fourth leg of the <br />intersection. <br /> <br />II. COST, FUNDING, AND MAINTENANCE <br />Latest Estimate: $100,000 <br /> <br />The cost participation for the proposed signal work is 50 percent MnDOT and 50 percent City of <br />Elk River, as outlined in Traffic Control Agreement//7102-87. Power is to be supplied by the <br />City of Elk River. Maintenance of the traffic signal will be the responsibility of MnDOT. <br /> <br />230/277-2201 .sep <br /> <br /> <br />
