MEMORANDUM <br />TO: Parlc and Recreation Commission <br />FROM: Bill Maertz, Parlcs and Recreation Commissioner <br />DATE: March 29, 2006 <br />SUBJECT: Woodland Trails Grant Application: Public Hearing <br />Project Scope: <br />The City of Elk River is applying for three DNR administered grants to assist in <br />purchasing 36 acres of land adjacent to Woodland Trails Park. See Attached. <br />Implementation Schedule: <br />Grant award is in summer of 2006. Title closing is projected to take place in January of <br />2007. <br />Overall Cost and Proposed Financing for the Schedule <br />38 Acres <br />Park Dedication Fund (City of Elk River) $225,000 <br />DNR Metro Greenways Grant $175,000 <br />DNR Scenic and Natural Areas Grant $200,000 <br />DNR Remediation Fund Grant $300,000 <br />TOTAL $900,000 <br />Costs to be Assessed to Community Residents <br />The $225,000 that is the City of Elk River's portion of the project will come from the <br />park Dedication Fund. This money comes from fees collected from developers during the <br />subdivision process, and is not assessed to the residents. The city will hire an ecologist to <br />develop a management plan at a cost of approximately $850 <br />Other Associated Proiect Costs Such as Maintenance expenses etc." <br />The majority of this land is in a natural state and shall remain so. A portion of it contains <br />cross-country ski trails, which are maintained by the Elk River Nordic Ski Club, a <br />volunteer organization.
