Parks ik Reccea[ion / P OC,-06 <br />Mash 8, 2006 <br />Pagc 2 <br />Analysis <br />The proposed area is bound by Highway 10 to the west, 173' Avenue to the north and 171" <br />Avenue to the south. Of the five properties being platted, one contains a commercial <br />building and another contains a single family residence that will be removed and the <br />remaining three axe vacant. <br />These properties have not previously been platted, so as indicated in Section 30-327, they axe <br />not exempt from park dedication requirements and will require park dedication for the entire <br />17.67-acre lot Oudot-A and Oudot-B will require park dedication when they axe platted. <br />A recent example of this requirement is the Carson Business Centex, which consisted of <br />three metes and bounds described properties, one which contained a commercial building <br />and another contained a bill board. These three properties were combined into one plat <br />(Carson Business Centex) in which park dedication was paid fox the entire parcel. <br />The basic intent of park dedication is that all non-platted properties within the city pay their <br />one time share of dedication to fund the acquisition of ox improvements to the City's park <br />system. <br />Comprehensive Park Plan <br />The Comprehensive Paxk Plan does not indicate any park target area in the wider area. A <br />future trail is indicated on 171" Avenue. Staff recommends that this trail be located on the <br />south side of 171" Avenue. In addition, only approximately 75-feet of property of this plat <br />fronts 171" Avenue. <br />Natural Resource Inventory <br />The Natural Resource Inventory does not indicate any natural resources on the property. <br />Parks and Recreation Dedication Recommendation <br />Given the Comprehensive Park Plan, staff recommends that the Parks and Recreation <br />Commission recommend that park dedication be paid in the form of cash with the following <br />conditions: <br />1. Park dedication shall be in the form of cash at the commercial rate applicable <br />at the time of final plat approval. <br />2.
