Under that rule all "° procedural motions aze debatable and none require a second. All may be amended, subject to the stated limitations on motions to amend (Rule 16(b), Motion 13]. Except where indicated otherwise, procedural motions may interrupt deliberations on a pending substantive matter. The required vote for adoption of a procedural motion is generally a majority of the votes cast, a quomm being present. In a few cases, the required number of votes is the same number as is required for a quomm. Thus, for example, if a quorum of a board is four, the number of votes required to adopt the motion is four. Vote Motion Required Special Requirements 1.
