Item # 8.3.B. <br />ver <br />MEMORANDUM <br />TO: Parks and Recreation Commission <br />FROM: Bill Maertz, Director of Parks and Recreation <br />DATE: June 2, 2005 <br />SUBJECT: Amend Trail Master Plan <br />Item <br />Recommend change to trail master plan to show detached trails adjacent to county roads <br />Background and Summary <br />The current trail master plan specifies future widened shoulder along County Roads I, <br />77, 35, 32, 40, 13, 21 and 33. In addition, the plan specifies future widened shoulder <br />along the following city roads, Jarvis St, Upland St., Lander St. and 221x` Ave. <br />The Park Commission has discussed the merits of future widened shoulder vs. detached <br />trail and the consensus was that detached trails were more desirable for several reasons. <br />• Safety -Trail provides sepazation from traffic <br />• Winter use -Trail can be plowed and sanded with parks trail maintenance <br />equipment. <br />• Aesthetics -Trail provides opportunity to plant boulevazd trees and create a more <br />aesthetically pleasing pedestrian experience. <br />Budget Implications <br />There are approximately 30 miles of roads designated future widened shoulder. <br />Amending the trail plan to designate these to detached trails will cost $3,200,000 in 2005 <br />dollars. Park dedication funds will not be sufficient to fund this level of trail <br />development. <br />Staff will explore various grants and partnerships as funding sources, however, it is clear <br />that a referendum will be needed to fully fund trail development if the plan is changed. <br />Staff Recommendation <br />Staff recommends the Parks and Recreation Commission vote to recommend that the trail <br />master plan be changed to specify detached trails wherever feasible along the following <br />City and County Roads: CR 1, CR 77, CR 13, CR 21, CR 32, CR33, CR 35, CR 40, <br />Jarvis St, Upland St., Lander St. and 221 S` Ave. <br />
