ity of <br /> <br />iver <br /> <br />MEMORANDUM <br /> <br />Item# ?.9. <br /> <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />Mayor and City Council <br /> <br />Steve Ach, City Planner.~~ <br /> <br />June 16, 1997 <br /> <br />Consider Initiating a Comprehensive <br />Plan Amendment To Adjust the Urban <br />Service Boundary <br /> <br />Issue <br /> <br />The City Council is asked to consider initiating a Comprehensive Plan <br />Amendment to adjust the urban service boundary. <br /> <br />Overview <br /> <br />As part of the analysis in extending urban services into the eastern part of <br />Elk River, staff thought it would be appropriate to raise the issue with the <br />City Council regarding the ultimate urban service boundary. The attached <br />map illustrates the current urban service boundary in East Elk River. The <br />property lying outside this urban service boundary is currently zoned Rla <br />which would allow 2-1/2 acre subdivisions. As the Council is aware, the <br />platting of 2-1/2 acre subdivisions often creates a boundary or barrier to the <br />feasible and practical extension of city water and sewer. <br /> <br />The area staff has identified as a possible inclusion into the urban service <br />boundary is illustrated on the attached map. This area is immediately south <br />of County Road No. 12 and west of Fillmore Street, extending south towards <br />173rd. For the most part the property lying south of 173rd is owned by <br />Cargill. <br /> <br />With the amount of discussion taking place regarding extending sewer and <br />water east, staff thought it would be appropriate for the Council to consider <br />this Comprehensive Plan amendment prior to a development request for a 2- <br />1/2 subdivision come in within the identified area. <br /> <br />13065 Orono Parkway * P.O.
