Memo to Mayor and City Council/AS 97-4 <br />June 16, 1997 <br />Page 2 <br /> <br />Dimensional Requirements <br /> <br />The lots comply with the dimensional regulations and the lot size <br />requirements of the Rla zoning district. However, the location of the existing <br />house and septic system will have to be shown on the survey in order to <br />determine if the lots comply with the setback requirements. The proposed <br />locations for the house, well, primary and alternate septic systems should be <br />shown for parcel A. <br /> <br />Typically lot lines run perpendicular or, in the case of a cul de sac, are radial <br />to the right-of-way. The lot line that separates the two parcels is unusual in <br />that it starts out for the first 100 feet perpendicular to the right-of-way then <br />jogs to the northwest. This unusual configuration is needed to avoid the <br />existing septic system that services the house on parcel B. <br /> <br />Property Ownership <br /> <br />There is also an area on the west side of lot A that is noted on the survey as <br />an area that others may claim ownership. The applicant should provide proof <br />that they actually own this portion of the property. <br /> <br />Easements <br /> <br />The applicant should provide drainage and utility easements along the <br />property lines. There is also an easement for 196th Avenue that extends <br />approximately 75 feet from the end of the existing cul de sac to the west <br />property line of parcel A. Typically the applicant is required to construct the <br />road to the edge of the property being subdivided. In this case the applicant is <br />not proposing to extend 196th Avenue at this time. The extension of the <br />street is not needed in order to provide access to parcel A, the lot can be <br />accessed from the cul de sac. If the Council would like to have the applicant <br />pay the cost of extending the road 75 feet to the western boundary of their <br />property, it could be made a condition of approval. If it is not done at this <br />time, it could be extended when the property to the west is developed. <br /> <br />Junk Vehicles and Debris <br /> <br />There are junk vehicles and debris located on the property. The site should <br />be cleared of junk vehicles and debris prior to recording the subdivision. <br /> <br />Park and Recreation Commission Recommendation <br /> <br />The Park and Recreation Commission has recommended a cash dedication in <br />lieu of land to satisfy the park dedication requirements for the new lot. <br /> <br />\\elkriver\sys\shrdoc\planning\scott\as97-4.doc <br /> <br /> <br />
