Box 490 Elk River, MN 55330 PROPOSED MORRELL TRANSFER SITE 171ST AVENUE Dear Mr. Ach: As requested, we have reviewed the various drawings submitted for the proposed Morrell Transfer site to be located on 171st Avenue. Based on our review and comments received at the staff review meeting, we would offer the following comments: The drawings we reviewed consisted of a preliminary plat dated May 7, 1997; a site plan with a revision date of May 15, 1997; and a grading, drainage, and erosion control plan with a revision date of May 15, 1997. All three of these documents were prepared by Roger A. Anderson and Associates, Inc. It should be noted for the review of all these drawings that the property located north of the section line is City-owned property which was purchased from Roger Eull for the purposes of constructing 171st Avenue. The City also has the rights to 16.5 feet (one rod) south of that section line. We believe that there is the likelihood that a portion of this property could be sold or turned over to the Morrell site for purposes of their development. It will likely not be totally utilized in the future for roadway purposes. However, we are not sure of the mechanics to accomplishing this property transfer. o It appears from the preliminary plat that Cargill Corporation owns a piece of the site for purposes of accessing the railroad crossing about mid-point along the northeast line of the Morrell site.
