City Administrator/ <br />Finance Director <br /> <br />June 16, 1997 <br /> <br />Local Performance Aid Measures <br /> <br />You may recall a brief discussion regarding Local Performance Aid during <br />presentation of the 1996 financial report. At that time the Council indicated <br />that it intended to develop and implement a measurement system in order to <br />qualify for LPA in 1998. Laws 1997, Chapter 231, Article 11, Section 7 <br />changes the qualification criteria for 1998 LPA and requires that the City <br />resubmit Certification forms for 1998 aid. <br /> <br />The new law states that in order to qualify for LPA in 1998 a city must affirm <br />that (1) the aid will result in a reduction in property taxes at least equal to <br />the amount of the aid received, and (2) the city will spend the aid on <br />programs for which it has developed a system of performance measures and <br />that these measurements will allow for the measurement of continuous <br />improvement and will be regularly compiled and presented to the City <br />Council at least once a year. Additionally, the city must identify the program <br />or programs which are to be funded with the aid. <br /> <br />According to estimates from the League of Minnesota Cities, Elk River will <br />receive approximately $16,850 of LPA in 1998. In order to qualify for this aid <br />and to not make our measurement system overly complex, it is suggested <br />that items such as snowplowing and street maintenance be selected as the <br />areas of measurement. <br /> <br />Action Requested <br /> <br />If the Council concurs with the above requirements, it is asked to approve the <br />Certification of Local Performance Measures as attached and have the form <br />signed by the Mayor and Vice Mayor. <br /> <br />13065 Orono Parkway · P.O.
