3.0 Surface-Water Supplies <br />3.1 Regional Surface Water Supplies <br />Approximately 880,000 people in the metropolitan region rely, at lease in part, on surface water as <br />their drinking water source. The Mississippi River serves as the primary water source for the <br />Minneapolis Water Works and the St. Paul Regional Water Services, which together serve L6 <br />additional communities with wholesale or retail water delivery. All of the wa[el' appropriated by <br />Minneapolis is drawn from the Mississippi River. For St. Paul, the river represents about 70% oC its <br />appropriated water supply with the remainder pumped from high-capacity wells, the Rice Creek <br />Chain of Lakes (Centerville Lake) and tributaries to Vadnais Lake (Metropolitan Council, 2007a). <br />Between 2004 and 2030, the Metropolitan Council expects that the largest increases in water use in <br />the Twin Cities area will occur in areas served by the Minneapolis Water Works and the St. Paul <br />Regional Water Services. St. Cloud also <br />uses treated Mississippi River water <br />Several communities purchase some or <br />all of their water from Minneapolis or <br />SC Paul Examples include the Joint <br />Water Commission (Crystal, New Hope, <br />and Golden Valleyj, Bloomington <br />(partial supply), Edina (partial supply), <br />and Roseville. The surface-water service <br />areas are shown on Figure 19. <br />All other communities rely on <br />groundwater, which does not require the <br />extensive treatment necessary for any <br />Metropolitan Council, 2007a) <br />surface water. <br />The Minnesota River is used, in part by the City of Mankato, which collects surface water though <br />collector wells (also known as "Ranney Wells) advanced underneath the river bed. <br />3.2 Regional Surface-Water Reliability <br />The water intakes for the Minneapolis Water Works are in Fridley and the intake from the <br />Mississippi River for the St. Paul Regional Water Services is in Columbia Heights (the water is <br />P:\Mpls\23 MN171\2371105 Water Supply Altema~ive Study\Fi nalDelive~ables\AI[emati ves'_Repon_finaLdoc Z5 <br />Figure 19 Areas Served by Surface Water Supplies (from <br />
