As we discussed the limited options, the County suggested the possibility of <br />the City taking a turnback of the roadway, thus giving us more flexibility in <br />traffic control, speed limit, and ability to stripe the roadway to our standards <br />and provide for a wider shoulder area for bicycles. <br />Taking the turnback could benefit the City a number of ways. First, it allows <br />us to increase our State Aid mileage thus increasing our State Aid allocation. <br />Secondly, it will allow the City the opportunity to review the traffic control, <br />lane striping, and speed limits along the segment in accordance with our <br />standards to best serve the needs of the residents. It also gives the City <br />control of the right-of--way along this corridor allowing us to plan for and <br />provide utility and street network to the north if the gravel mining area were <br />to be developed. <br />Schedule <br />If the Council has desire for us to pursue this idea further we will work with <br />the County to draft an agreement and bring it back in the future for <br />consideration. <br />8) Business Center Drive Trail/Sidewalk <br />This project will complete the missing pieces of trail/sidewalk along Business <br />Center Drive between Joplin Street and the Orono Park. When the YMCA <br />was built, a sidewalk was constructed along the north side of Business Center <br />Drive along the YMCA parking lot. This project will connect this segment <br />of walk with the existing trail and sidewalk network at Joplin Street on the <br />west and Orono Park on the east. <br />Schedule <br />In the spring we will solicit quotes to survey the length of the project to <br />determine all existing conditions and limits of right-of--ways or easements. <br />With that information we will design the project in-house and work with the <br />City crews to have the project constructed. <br />9) Pond Maintenance <br />We are currently working with the Sherburne County Board of Soil and <br />Water (SCBSW) to determine which ponds within the older part of the City <br />should be cleaned to have the most beneficial impacts on water quality <br />entering the Mississippi River. We have budgeted to begin a pond <br />maintenance program in 2011. We are taking advantage of a study the <br />SCBSW is completing to evaluate and recommend the most beneficial areas <br />to begin our program. <br />Schedule <br />We anticipate bringing this to the Council fox consideration in March or <br />April of 2011, when the project is more defined. <br />N:\Public Bodies\Ciry Council\Council RCA\Agenda Packet\1-10-2011\Engineer Update.docx <br />
