City Council Minutes <br />December 20, 2010 <br />Page 4 <br />Acting Mayor Westgaard stated SEH was very good to work with and he would have no • <br />issues with having them do a request for proposal but that if the cost seemed high, then the <br />city should solicit other proposals. <br />There was discussion on fees and it was noted they could be around $500,000 for an $8-10 <br />million project. Council felt requests for proposals should be obtained from a few firms due <br />to these fees. <br />MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY <br />COUNCILMEMBER MOTIN TO AUTHORIZE STAFF TO OBTAIN REQUEST <br />FOR PROPOSALS FOR ARCHITECTURAL SERVICES FOR THE PUBLIC <br />WORKS FACILITY. MOTION CARRIED 4-0. <br />6.5. Authorize Filling Current and Anticipated Future Vacancies in the Police Department <br />Chief Rolfe reviewed his staff report. <br />MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY <br />COUNCILMEMBER ZERWAS TO AUTHORIZE STAFF TO PROCEED TO <br />FILL THE PATROL CAPTAIN, PATROL SERGEANT, AND PATROL <br />OFFICER POSITION AS OUTLINED IN THE STAFF REPORT. MOTION <br />CARRIED 4-0. <br />6.6. Budget Amendments <br />Mr. Simon reviewed his staff report. • <br />Councilmember Motin had concerns that the future budget in 2012 might be higher by what <br />the city is saving by doing the project a little earlier. <br />Mr. Simon indicated that the city would not see a capital outlay request in 2012 to finish the <br />cameras as this will be completed from the IT budget in 2010 and 2011. <br />Councilmember Motin stated he didn't want to get in a habit of using funds saved on one <br />project for other projects. He stated these type of items should be budgeted for by staff in <br />the normal budgeting process. <br />MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY <br />COUNCILMEMBER GUMPHREY TO APPROVE THE 2010 BUDGET <br />AMENDMENTS OUTLINED IN THE STAFF REPORT. MOTION CARRIED <br />4-0. <br />6.7. 2011-2015 Capital Improvement Plan <br />Mr. Simon presented the staff report. <br />MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY <br />COUNCILMEMBER GUMPHREY TO APPROVE THE 2011-2015 CAPITAL <br />IMPROVEMENT PLAN.
