PROJECT AND DESCRIPTION <br /> <br />RECREATION FIELDS: <br />Property was purchased in spring, 1996, for the <br />construction of soccer fields, youth baseball or softball <br />fields, and parking. This is a three year construction <br />project that began in 1996. Phase I is the parking and <br />baseball/softball fields. <br /> <br />COUNTY ROAD 1: <br />The expansion of County Road 1 from County Road 77 to <br />County Road 32 from a two lane to a four lane and from <br />a rural to an urban design. The project is to start in <br />1997 and be completed in 1998. In addition to this <br />expansion will be improvements at the County Road 1 <br />and Highway 10 intersection that is planned to be <br />completed in 1997. A pedestrian trail will also be <br />constructed as part of the County Road I project. <br /> <br />BUSINESS PARK PHASE II: <br />The city has been petitioned by the county to extend the <br />frontage road and water to the County Government <br />Center. Sewer would also be extended to serve the <br />Gagne property. Storm sewer improvement would also <br />be constructed. <br /> <br />COST AND FINANCING <br /> <br />Phase I is $200,000 and will be jointly financed by the <br />youth soccer and baseball associations, the adult softball <br />association, and the city. The city will up front the entire <br />expense from the NSP-RDF annual contributions and <br />Park Dedication Funds plus the selling of one residential <br />lot. The city will receive $60,000 from the athletic <br />association over the next five years. <br /> <br />$1,100,000 - The County Road i project will be financed <br />100 percent by the county. The Highway 10 and County <br />Road I project will be split between the city, state, and <br />county, and the city's share of $70,000 will come from the <br />Municipal State Aid (MSA) Fund. The city and county <br />will split the cost of the trail and the city's $25,000 cost <br />will come from the Park Dedication Fund. <br /> <br />The city will assess the entire cost of $500,000 out to <br />benefited property owners ($190,000 to the county and <br />$290,000 to Gagne) except for about $20,000 in water <br />pipe oversizing that will be financed by the city Capital <br />Projects Fund.
