Elk River City Council Minutes Page 2 <br />July 28, 1997 <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 97-66 CALLING FOR <br />AN ELECTION ON THE ISSUANCE OF $2,000,000 OF GENERAL OBLIGATION BONDS OF <br />THE CITY FOR PUBLIC PARK AND RECREATIONAL FACILITIES TO BE HELD ON <br />SEPTEMBER 23, 1997, BETWEEN THE HOURS OF 7:00 A.M. AND 8:00 P.M. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER FARBER MOVED TO CALL A SPECIAL MEETING OF THE CITY <br />COUNCIL ON AUGUST 5, 1997, AT 7:00 P.M. IN THE TRAINING ROOM TO DISCUSS THE <br />PARK REFERENDUM. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />4.1. <br /> <br />Consider Authorization to .qo out for Bids for the Hiqhway 169 Street Li.qhts and <br />Safety Fence <br /> <br />City Engineer Terry Maurer reviewed the pro]ed components for the Trunk <br />Highway 169 Corridor Improvements which included, lighting, fencing, fencing <br />the park and ride, and cross walks. He informed the Council that this project will <br />be 100% funded by MnDOT. <br /> <br />Mayor Duitsman indicated that the city has heard public testimony many times <br />regarding this issue and because of this, the issue will not be open for public <br />discussion this evening. <br /> <br />Councilmember Farber indicated that since the project is being fully funded by <br />the state the city should fence both sides of the road. He further indicated that <br />this would be in the best interest and safety of the citizens. <br /> <br />Mayor Duitsman stated that he supports going to a six foot fence, however, he <br />indicated that fencing one side would probably prevent pedestrians from going <br />to the other side of the road. He further indicated that although this is a state <br />safety issue, it also entails spending of government funds. <br /> <br />Councilmember Thompson indicated his support of fencing both sides due to the <br />safety involved. He indicated that the city has worked with business owners on <br />both sides of the road and positioned the fence so as not to impede the visibility <br />of the businesses. <br /> <br />Councilmember Holmgren indicated that he would like to find a compromise as <br />he had heard that there are many people in opposition to fencing both sides of <br />the road. He indicated that although he has reservations, he feels that he must <br />make the decision that will give the pedestrians the most protection. He stated <br />he would vote to fence both sides of the road. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 97-67 APPROVING <br />THE PLANS AND SPECIFICATIONS AND ORDERING THE ADVERTISEMENT FOR BIDS IN <br />THE MATi'ER OF THE FENCING AND LIGHTING IMPROVEMENT OF 1997. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. <br /> <br />Councilmember Dietz stated that he also has reservations about the necessity of <br />fencing both sides of the road, however, he also has a concern for the safety of <br />the citizens. He indicated that he felt the lighting would provide more safety than <br />the fence. <br /> <br />THE MOTION CARRIED 5-0. <br /> <br /> <br />
