Park & Recreation Commission Minutes Page 2 <br />October 13, 2010 <br />Mx. Leeseberg stated the proposed ordinance change would allow two parks, Hillside City <br />Park and Woodland Trails Park, to be used until 12:00 am with approval of the City <br />and with issuance of a permit. Sec. 54-31. Closing hours. <br />~a,2 No person shall enter ox remain upon the grounds of any public park within the city <br />after 10:00 p.m. ox before 6:00 a.m. Any City sponsored/sanctioned nrogram <br />maybe allowed to enter or remain upon the grounds of any public park <br />within the ci , at any time <br />(~ Individuals shall be allowed to enter or remain upon the grounds of Hillside <br />City Park and Woodland Trails Park within the City until 12.00 a m under the <br />following circumstances: <br />a) A Hermit to enter or remain in these two parks is approved <br />the City of Elk River and the users intended purpose complies <br />with all special use requirements <br />b) All persons in the park afrer 10.00 u m must disp~ their <br />permit as required through the Uermitting process <br />Commissioner Nystrom asked if the permits would be open ended so if someone <br />lived next to the park they would be able to spontaneity utilize the park. <br />Mx. Leeseberg stated the permit process will be addressed by staff. <br />Commissioner I{arisen stated that the first sentence is unclear in the first paragraph <br />(a). It should read "Any person participating in any City sponsored/sanctioned <br />program may be allowed to enter or remain upon the grounds of any public park <br />within the city at any time." <br />Commission Anderson asked how the volunteer groomers would be accommodated, <br />they start before Gam and after lOpm. <br />Mr. Leeseberg shared that they would be under City Sponsorship. <br />Commissioner Anderson asked that staff consider the ability to get an electronic <br />permit process in place. <br />MOVED BY COMMISSIONER NYSTROM AND SECONDED BY <br />COMMISSIONER AHLNESS TO RECOMMEND TO CITY COUNCIL <br />TO ACCEPT STAFF RECOMENDATION REGARDING PARK HOURS <br />ALONG WITH ADDING TO THE FIRST PARAGRAPH (a) TO START <br />WITH "ANY PERSON PARTICIPATING IN ANY CITY <br />SPONSORED/SANCTIONED PRORAM". MOTION CARRIED 4-0. <br />9. City Council/Planning Commission Review/Updates -None <br />10. Other Business -None <br />11. Adjournment <br />
