Memo to the Mayor and City Council/OA 97-7 Page 4 <br />May 19, 1997 <br /> <br />conditional use permit or a rezoning to AT. The request would require site <br />plan review and a building permit and would still have to comply with all <br />applicable sections of the code. <br /> <br />Construction and Design Requirements <br /> <br />Towers and antennas would be required to meet certain construction and <br />design standards. Construction requirements include compliance with <br />building and electrical codes, security measures, and one tower per parcel <br />with a minimum lot size of one acre. Design requirements include designing <br />the tower to blend in with the surrounding environment and requiring a <br />mono pole design. No signs or advertising would be allowed. <br /> <br />Illumination would be limited to what was required by federal or state <br />statute; the placement of lights on a tower would be allowed if they were <br />going to be used to illuminate a ball field or parking lot. This lighting would <br />be allowed at the discretion of the city, not the applicant. <br /> <br />Tower Setbacks and Height <br /> <br />Setbacks <br /> <br />It is recommended that the towers be setback a distance equal to the height <br />of the tower and the height should not exceed 150 feet. The thinking behind <br />the setback requirement was that it would allow for a margin of safety should <br />the tower collapse. Other communities deal with setbacks in a variety of <br />ways: <br /> <br />Setback Requirements From Property Lines <br /> <br />Ramsey <br />Carver Co. <br />Brooklyn Center <br />Bloomington <br /> <br />Richfield <br /> <br />Chanhassen <br />Rosemount <br /> <br />underlying zone requirements <br />50 feet from property lines <br />underlying zone requirements <br />underlying zone requirements & 4 foot setback for every <br />one foot tower height in residential zones <br />underlying zone requirements & setback of 1.5 times the <br />tower height in residential zones <br />underlying zone requirements <br />height of tower <br /> <br />For comparison purposes I attached the current setback requirements for the <br />various districts.
