Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: TRUNK HIGHWAY 169/197TH AVENUE SIGNALIZATION <br /> <br />Dear Council Members: <br /> <br />The plans and specifications for the signalization of the intersection of TH 169 and 197th <br />Avenue have been completed and submitted some time ago to MnDOT for their <br />approval. We anticipate approval shortly. <br /> <br />Therefore, it would be appropriate at this time to start the bidding process. The bidding <br />process can be done concurrently with MnDOT review of the plans and preparation of <br />the signal funding agreement. It will not be possible to award the bid until MnDOT's <br />review is complete, and the agreement has been prepared and approved by the City <br />Council. We anticipate all this will be done prior to the bids being brought back to the <br />City Council. <br /> <br />This project basically has three components: <br /> <br />The installation of a five phase signal system at the intersection of TH 169/179th <br />Avenue. <br /> <br />The connection of this signal system with the one immediately to the south. This <br />will allow MnDOT to time the signals all together, providing a better flow of <br />traffic along the TH 169 corridor. <br /> <br />An emergency vehicle preemption system. This would be the first signal in the <br />City of Elk River to have such a system. This allows emergency vehicles with <br />emitters to change the signal to a green light as they approach so there will be no <br />need for them to cross the intersection under a red light condition. <br /> <br />The estimated project cost for this signalization improvement is $195,000. The cost will <br />be equally split between MnDOT and the City by cooperative agreement, based on legs <br />entering the intersection. Therefore, the City's cost is expected to be $97,500. I believe <br />the Developer of Hillside Crossing II was required through the platting process to pay <br />half of the City's cost for this signal installation. <br /> <br />An Equal Opportunity Employer <br /> <br /> <br />
