REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Ci Council 3.2. <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Consent December 13, 2010 Lauren Wipper, Human Resource <br /> Re resentative <br />ITEM DESCRIPTION REVIEWED B)/ <br />Consider 2011 Compensation Plan and Title Change for Lori ohnson, Ci Administrator <br />Cablecaster Position REVIEWED BY <br />ACTION REQUESTED <br />Approve the attached resolution adopting the 2011 Compensation Plan for Non-Organized Employees. <br />Approve changing the title of the Temporary Cablecaster position to Part-time Cablecaster. <br />BACKGROUND/DISCUSSION <br />The majority of the Compensation Plan is unchanged for 2011. The 2011 budget does not include a cost <br />of living adjustment and the first item in the Compensation Plan reflects that. The City Council <br />previously acted on the 2011 Flexible Benefits Plan Contribution included in the Insurance Benefits <br />section of the Plan. <br />A change has been made to provide pay increases to part-time, seasonal, and temporary employees under <br />item number 7 based on the City's discretion. Previously the increases were based on the supervisor's <br />discretion. This change reflects the ability for the City Council to first determine whether there will be <br />annual increases for non-regular part-time, seasonal, and temporary employees as a whole and then <br />provides discretion to the supervisor on an individual basis to determine those increases based on the <br />approved pay schedule. <br />Based on the City's employment status definitions, the Temporary Cablecaster position has existed longer <br />than the Temporary definition provides and is truly apart-time position. Changing the title of that <br />position from Temporary Cablecaster to Part-time Cablecaster maintains consistency with those <br />definitions. This is included in this request because pay for this position is in the Compensation Plan <br />under item number 5. <br />Because the 2011 Compensation Plan is relatively unchanged from 2010, it has been put on the consent <br />agenda; however, if you would like to discuss it or would like a presentation on this plan, please pull it <br />from consent and I will be available to present and discuss. <br />FINANCIAL IMPACT <br />Costs associated with the Compensation Plan are included in the 2011 budget. <br />
