Mr. Brimeyer led the Task Force through the <br />process and helped develop the four major issues which affect the <br />economic growth of the City of Elk River. These major issues and their <br />supporting goals, in order of priority, are as follows: <br /> <br />Issue <br /> <br />Issue <br /> <br />Issue <br />Issue <br /> <br />- Industrial Base <br />Goal - Attract new businesses to increase the city's <br />industrial base. <br />- Business Retention and Growth <br />Goal - Retain and grow the city's existing <br />business/industry. <br />- East Highway 10 development/redevelopment <br />Goal - Redevelop the east Highway 10 corridor <br />- Downtown Redevelopment <br />Goal - Attract reinvestment in the Elk River central <br />business district. <br /> <br />Mr. Brimeyer then led the Task Force through the process of <br />identifying specific action items related to addressing the major issues <br />as identified. These action items make up the body of the Economic <br />Development Strategic Plan as included in this packet and will be <br />undertaken and implemented over the next several years. A few of the <br />action items are intended to direct the city's economic development <br />efforts in the longer term, but are included in this plan to allow for <br />appropriate future planning. <br /> <br />A worksession was held in April wherein which all affected groups <br />were asked to represent themselves and provide input on the plan. <br />Several individuals expressed support for the plan and one individual <br />questioned the Task Forces intent regarding references made to "City <br />purchase of property" within the plan. See attached letter. The <br />Council will hkely be asked by one of the property owners within the <br />area identified for possible rezoning, to clarify its intent regarding this <br />reference. <br /> <br />There were no other pubhc comments received since the worksession <br />regarding the Strategic Plan, and no changes have been made to the <br />document since that time. <br /> <br />PRIMARY ISSUES TO CONSIDER <br /> <br />There are two primary issues to consider and discuss prior to Council <br />adoption of the Economic Development Strategic Plan.
