PAUL <br />WASECA <br /> <br />Dear Council Members: <br /> <br />As directed by the City Council, we have prepared the East Elk River Planning <br />Document, a copy of which is attached to this letter. This document summarizes the <br />work that has been done over the last two to three years regarding extension of trunk <br />utilities and major transportation corridors in the eastern area of Elk River. As work was <br />being completed on this document and the major transportation corridor alignment <br />concept, staff had an opportunity to discuss these issues with the potential developers of <br />the Wadde Schultz property and the potential developers of the Earl Hohlen property. <br />The developers of the Wadde Schultz property have submitted a petition along with an <br />escrow amount for the preparation of a Phase I Eastern Area Feasibility Study to analyze <br />providing trunk sewer and water to their development. We are also anticipating a <br />petition and escrow amount from the developers of the Earl Hohlen property for the same <br />study. <br /> <br />As work was being completed on the road alignment for the realignment of CSAH 13 <br />and the further extension south of County Road 12 to 171st Avenue, Steve Ach and I had <br />an opportunity to review this with Bob Vandenberg. Also, Steve Ach, Steve Rohlf, Pat <br />Klaers, the Mayor, and I had an opportunity to meet and discuss this road alignment with <br />Roger Eull and Dirk Barrett, Paul Ebner, and Carol and George Deschenes, Ruth and <br />LeRoy Brown, and Joe and Yvonne Kirkeide. I believe that, in general terms, the <br />meetings all went very well. Staff and/or the Mayor would be able to comment further <br />on these meetings Monday evening. <br /> <br />At Monday evening's meeting, I will be prepared to discuss the Planning Document or <br />answer any questions, and I anticipate going through the road alignment in detail. After <br />a discussion of the issues, there are two actions staff would recommend City Council <br />taking at Monday evening's meeting. The first action would be to approve the concept <br />of the road alignment and authorize preparation of an official map document. By <br />officially mapping the road alignment, we would be going the next step and detailing out <br />the alignment by preparing essentially a plat that describes the alignment.
