ITEM 6.4.

~,~y of

TO:

FROM:

DATE:

SUBJECT:

MAYOR AND CITY COUNCIL

STEPHEN ROHLF, BUILDING &
ZONING ADMINISTRATOR

MAY 5, 1997 ~

FUTURE PARKS EAST OF HWY 169

Residents in the Deerfield and Royal Oaks neighborhoods have raised
concerns regarding a lack of access to neighborhood parks without their
children having to cross Highway 169. One of the major criteria for locating
neighborhood parks is avoiding the need for children to cross obstacles such
as highways.

Attached is a copy of the proposed comprehensive park plan. There are three
existing neighborhood parks in this area. Their locations can be noted on the
comprehensive park plan and their size, existing facilities and proposed
amenities can be noted on the descriptions attached.

There are also two proposed neighborhood parks shown on the comprehensive
plan. With these two additional parks and the connecting trails, staff feels
the neighborhood park needs for this area will be met.

The issue is one of the timing. Typically the city acquires neighborhood
parks as property develops. In this case, there is an immediate need due to
the large number of children in this area and the issue of crossing Highway
169 to access existing facilities.

Developing facilities in the Hillside Park should help, but staff would also
like to make contact with adjacent landowners to see about an acquisition of
land for park prior to a development proposal. The adjacent landowners have
not expressed any interest in developing their land to the city and it could be
quit some time before they do so.

Park and Recreation Chairman Dana Anderson will be at Monday night's
meeting to address this issue with you.

\\elkriver\sys\shrdoc\b &z\stever\ 169parks-doc
13065 Orono Parkway · P.O.
