Box 490 <br />Elk River, MN 55330-0490 <br /> <br />MACON STREET AND RIVERVIEW DRIVE IMPROVEMENTS <br />PUBLIC HEARING <br /> <br />Dear Council Members: <br /> <br />As you are aware, the public hearing for the Macon Street and Riverview Drive <br />improvements is scheduled for May 5, 1997. Please bring along the Feasibility <br />Study (blue cover) you previously received for this project. If you are unable to find <br />the Feasibility Study, please let me know and I can provide additional copies. <br /> <br />As you are aware, the Feasibility Study discusses extending City sanitary sewer and <br />water along Macon Street and Riverview Drive, along with reconstructing a <br />permanent urban street with concrete curb and gutter. The street and utilities will <br />serve Outlot A and B of Country Crossing 3rd Addition. The Feasibility Study <br />recommends that the existing lots on the west side of Macon Street and south side <br />of Riverview Drive be assessed for street and storm drainage improvements, but that <br />the sanitary sewer and water assessments be held by the City until such time that the <br />individual properties decide to hook up or utilities are extended throughout the entire <br />neighborhood. <br /> <br />In the Feasibility Study, the estimated total assessment against the existing lots is just <br />under $13,000. The immediate assessment for street and storm sewer would be <br />$6,000. This total is very comparable to Orono Lake 3rd Addition, which was <br />assessed $12,150 per lot. We are optimistic that through the bidding process, the <br />proposed total assessment will be lowered slightly. We would suggest that the <br />assessment hearing to be held later this year would be the appropriate time to look <br />at the total assessment to ensure that it is comparable with similar projects. The <br />proposed assessment for the Country Crossing lots is $11,275 per lot, based on the <br />preliminary plat.
