Public Comment The public hearing was held at two Planning Commission meetings. On November 9, a neighboring business owner voiced his concern over drainage, traffic, and the impact a school would have on his business, as it may impact his ability to gain necessary federal permits. Hearing these concerns, the Planning Commission tabled discussion, directing staff to research these impacts and report back any findings. The public hearing was continued to November 23, 2010. On November 23, the Planning Commission reopened the public hearing. The business owner was not present. The applicant voiced support for the project. Planning Commissioner Dana Anderson was not present, but provided written opposition to the application, which was read for the record. Planning Commission Discussion The Planning Commission has reviewed the request at two meetings. At the November 9 meeting, the Planning Commission had concerns with the school in its proposed location. Hearing the concerns of a neighbor, the Planning Commission was concerned that these issues, if found valid, could be construed as being cause for denial of the conditional use permit. At the November 23 meeting, the Planning Commission, receiving no additional information to substantiate the concerns voiced by the neighboring business owner and recommended approval with the nine conditions as outlined in this report.
