ity of

iver

TO:

FROM:

DATE:

SUBJECT:

Item # 6.2.

MEMORANDUM

Mayor & City Council f~

Pat Klaers, City Admi~]~ator

April 28, 1997

Update on Liquor Store Construction
Project

After the Liquor Store Annual Report is presented I would hke to update the
Council on the status of the Liquor Store construction project and its financing.
Lori will take the lead and discuss with the Council where the city is at in working
with the local banks to fund the construction project.

The biggest issue with the construction project since the concrete and masonry bid
issue has been resolved is the elevator in the new store. We had to change the
elevator from what was in the bid package in order to handle pallets of freight (beer
and liquor) in order to more safely and quickly move the stock from storage in the
basement to the main floor and vice versa. The elevator as bid met the ADA
requirements for the public and staff and was mainly put into the proposal in case
the city would ever use the basement for selling products. One of the big issues in
changing the elevator to handle freight was also to have the elevator meet the ADA
requirements. A different elevator has been authorized and this change has added
about $10,000 to the project total and will come out of the construction contingency
budget. It should be noted that if the elevator is out of service for any reason, there
is also a conveyor in the project which will allow product to be moved from upstairs
to downstairs and vice versa. At this point we hope to use the conveyor that is in
the existing store and relocate this piece of equipment.

We have met to discuss furniture, fixture, and equipment (FF&E) for the new
facility and we have decided that the construction manager will be taking the lead
on coordinating and securing many of these items. This was not part of the
construction manger contract and will be paid as a reimbursable for time spent.
The biggest FF&E item is the cooler and having this coordinated with the
construction project. We also need assistance in coordinating the installation of
security cameras, the card key system for the doors, and signage, among other
things.

Overall the project is starting off on schedule and no problems of significance has
been noted. We have had a series of phone calls from various unions, but nothing of
substance has disrupted the project. Footing for the project are scheduled to be
installed this week.

13065 Orono Parkway · P.O.
