PAUL
WASECA

In follow-up to our recent conversation regarding the red/red timing on the TH 169
signals, the following questions arose at a recent City Council meeting:

Given the number of near misses along this corridor due to people running red
lights, would it make the corridor potentially safer by extending the red/red
timing on the signals from 1.5 seconds to approximately 2 to 2.5 seconds?

The Council also asked exactly how the 1.5 seconds for a red/red is determined
and would adding .5 to 1 second make the intersection any safer and/or have any
negative influence on the ability of the highway to move traffic?

I was not quite sure how to answer these questions. I suggested to the City Council that
a letter to you, as experts on signal timing issues, would be the best way to get the
answers. Would you please respond at your convenience and I will pass your comments
on to the City Council.

If you have any questions regarding this issue, please contact me.

Sincerely,

MSA, CONSULTING ENGINEERS

Terry J(.
