PAUL <br /> <br />WASECA <br /> <br /> MINUTES <br />TH169 CORRIDOR PUBLIC PARTICIPATION MEETING <br /> Thursday, February 20, 1997 <br /> City Hall <br /> <br />Staff Present: Terry Maurer, City Engineer <br /> Andy Brotzler, MSA <br /> <br />Meeting #1 (5:30- 6:30 p.m.) for Business Owners along TH169 south of School <br />Street. No business owners were present for this meeting. <br />Meeting #2 (6:30-7:30 p.m.) for Residents living south of School Street, east of <br />TH169. See attached sign-up sheet for attendance. <br /> <br />Terry Maurer, City Engineer, stated that the City has been working with MnDOT to <br />facilitate safety improvements along TH169 between Main Street and 193rd Avenue. The <br />City is requesting MnDOT financing for the improvements which include fencing and/or <br />lighting on the TH169 corridor. He stated that MnDOT is requesting a Public <br />Participation Program as part of the project development process. <br /> <br />Terry Maurer reviewed the following issues that have taken place to-date regarding safety <br />concerns along Highway 169: <br /> <br />MnDOT has extended the timing of the yellow lights by one second and moved <br />some loop detectors further away from the signal light intersection. <br />MnDOT studied the timing of pedestrian crossing and determined that no change <br />was necessary. <br />Installation of warning flashers is being studied by MnDOT. <br />It has been suggested that the 45 mph speed limit be extended further north. <br />MnDOT is studying this request. <br />City staff is studying the possibility of constructing a pedestrian bridge. An <br />ISTEA Grant Application has been submitted requesting funding for this <br />construction. <br />Fencing along the TH169 right-of-way is being considered between Main Street <br />and 193rd Avenue. <br />Lighting along the TH169 corridor between Main Street and 193rd Avenue is <br />being considered. <br /> <br />Terry went on to explain that the lights would be standard 40-foot high cobra headlights <br />placed every 150-feet on opposite sides of the highway so, essentially, there would be a <br />light every 300-feet on each side of the highway. He also explained that the type of <br />fencing being considered is a 5-foot high chain link fence that would be installed along <br />the right-of-way. He indicated that MnDOT would request that the City provide the <br />electricity for the lights and take on a normal maintenance, such as relamping or <br />repainting, if necessary.
