Paxk & Recreation Commission 1~linutes <br />September 8, 2010 <br />Page 4 <br />Commissioner Anderson stated that the user groups should report to staff and staff <br />can present a list of activities that happen after hours to commission. Hillside bike <br />riders should display annual passes in vehicle. <br />Chief Beahen stated that requirements to having a night pass at Hillside City Park <br />should include no loitering between hours of 10pm and 12am. Mixtinuze the noise <br />level in the parking lot area, trying to unload and load bikes quietly and displaying a <br />permit in the vehicle. <br />Commissioner Karlsen stated that looking at encompassing all parks if we are <br />allowing after hours permit process. <br />Commissioner Niziolek shared that we should consider doing this permit process for <br />the larger parks only; Hillside and Woodland Trails. <br />Chief Beahen suggested permitting on a case by case basis. <br />8. Information/Update Items <br />8.1. Community Events <br />Recreation Manager, Steve Benoit showcased two tournaments held at Pinewood <br />Golf Course this year. <br />8.2. Park Hinhli¢hts <br />Planner/Park Planner, Chris Leeseberg presented the Elk River Activity Center. <br />8.3. Adopt-A-Paxk Update <br />Planner/Paxk Planner, Chris Leeseberg stated that Barrington Park was recently <br />adopted. <br />9. City Council/Planning Commission Review/Updates -None <br />10. Other Business <br />Recreation Manager, Steve Benoit presented information on an upcoming <br />opportunity on September 14; riding your bike along the Mississippi River Trail from <br />Elk River to Anoka. <br />Chief of Police, Jeff Beahen shared that there was a shooting incident along the <br />Great Northern Trail on Sept. 5, 2010. He noted that the group was doing target <br />practice facing the traIl and were 600 feet from the traIl. There were a few members <br />of the group charged and will have to go to court. <br />Planner/Park Planner, Chris Leeseberg explained that the location where this <br />incident took place is located in the no shooting firearms zone. <br />
