Elk River City Council Meeting April 28, 1997 Page 5 COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE DOWNTOWN HANDICAP PARKING RECOMMENDATIONS MADE BY CHIEF ZERWAS. COUNCILMEMBER FARBER SECONDED THE MOTION. Councilmember Thompson felt the handicap parking should be tabled until the entire downtown parking issues could be addressed. Councilmember Farber felt the handicap parking recommendations made by the Police Chief had been thoroughly researched and there was no reason to postpone action on this portion of the parking issue. The Mayor stated that he would like another week to review the proposal. COUNCILMEMBER HOLMGREN WITHDREW THE MOTION. COUNCILMEMBER FARBER WITHDREW THE SECOND TO THE MOTION. COUNCILMEMBER DIETZ MOVED TO POSTPONE ACTION ON THE DOWNTOWN HANDICAP PARKING PLAN AS PRESENTED BY POLICE CHIEF TOM ZERWAS FOR ONE WEEK. COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 5-0 4.3. 4.4. Chief Zerwas informed the Council of the Law Enforcement open house scheduled for Saturday, May 3rd from 10:00 a.m. to 2:00 p.m. He added there will be a pet clinic with reduced prices for pet vaccinations. Consider Joint Powers Aqreement Reqardinq Hiqhway 10 Corridor The City Administrator provided an update on the Northstar Corridor Development Authority. The Authority will receive and manage the ISTEA grant funding, assess the need for and analyze the feasibility of multi-modal transportation improvements in the corridor, set up advisory committees and task forces, prepare any necessary reports and findings as well as coordinate related activities. Outlined in the agreement are who will be members of the authority, the powers of the authority, structures and procedures, and funding. COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE JOINT POWERS AGREEMENT CREATING THE NORTHSTAR CORRIDOR DEVELOPMENT AUTHORITY, TO APPOINT MAYOR DUITSMAN TO SERVE ON THE AUTHORITY AND SCOTT HARLICKER, PLANNING ASSISTANT, AS ALTERNATE. COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. Consider Recommendation from Park and Recreation Commission for Fundinq of Prairie Grass Seed for Woodland Trails Park Dana Anderson, Park & Recreation Commission Chairperson, explained that a project is being undertaken by Elk River Area High School biology students to plant wildflowers and prairie grass in the Woodland Trails Park. COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE EXPENDITURE OF $700 FOR PRAIRIE GRASS SEED AND MESH FOR WOODLAND TRAILS PARK. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0.
