Elk River City Council Meeting <br />April 28, 1997 <br /> <br />Page 5 <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE DOWNTOWN HANDICAP <br />PARKING RECOMMENDATIONS MADE BY CHIEF ZERWAS. COUNCILMEMBER FARBER <br />SECONDED THE MOTION. <br /> <br />Councilmember Thompson felt the handicap parking should be tabled until the <br />entire downtown parking issues could be addressed. Councilmember Farber felt <br />the handicap parking recommendations made by the Police Chief had been <br />thoroughly researched and there was no reason to postpone action on this <br />portion of the parking issue. The Mayor stated that he would like another week to <br />review the proposal. <br /> <br />COUNCILMEMBER HOLMGREN WITHDREW THE MOTION. COUNCILMEMBER FARBER <br />WITHDREW THE SECOND TO THE MOTION. <br /> <br />COUNCILMEMBER DIETZ MOVED TO POSTPONE ACTION ON THE DOWNTOWN <br />HANDICAP PARKING PLAN AS PRESENTED BY POLICE CHIEF TOM ZERWAS FOR ONE <br />WEEK. COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0 <br /> <br />4.3. <br /> <br />4.4. <br /> <br />Chief Zerwas informed the Council of the Law Enforcement open house <br />scheduled for Saturday, May 3rd from 10:00 a.m. to 2:00 p.m. He added there will <br />be a pet clinic with reduced prices for pet vaccinations. <br /> <br />Consider Joint Powers Aqreement Reqardinq Hiqhway 10 Corridor <br /> <br />The City Administrator provided an update on the Northstar Corridor <br />Development Authority. The Authority will receive and manage the ISTEA grant <br />funding, assess the need for and analyze the feasibility of multi-modal <br />transportation improvements in the corridor, set up advisory committees and task <br />forces, prepare any necessary reports and findings as well as coordinate related <br />activities. Outlined in the agreement are who will be members of the authority, <br />the powers of the authority, structures and procedures, and funding. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE JOINT POWERS <br />AGREEMENT CREATING THE NORTHSTAR CORRIDOR DEVELOPMENT AUTHORITY, TO <br />APPOINT MAYOR DUITSMAN TO SERVE ON THE AUTHORITY AND SCOTT HARLICKER, <br />PLANNING ASSISTANT, AS ALTERNATE. COUNCILMEMBER THOMPSON SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Consider Recommendation from Park and Recreation Commission for Fundinq of <br /> <br />Prairie Grass Seed for Woodland Trails Park <br /> <br />Dana Anderson, Park & Recreation Commission Chairperson, explained that a <br />project is being undertaken by Elk River Area High School biology students to <br />plant wildflowers and prairie grass in the Woodland Trails Park. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE EXPENDITURE OF $700 FOR <br />PRAIRIE GRASS SEED AND MESH FOR WOODLAND TRAILS PARK. COUNCILMEMBER <br />DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br /> <br />
