Memo To Planning Commission <br />March 25, 1997 <br /> <br />Page 2 <br /> <br />Site Plan <br /> <br />The proposed expansion for the sports bar was included in the original site <br />plan approved in 1995 and the associated site plan improvements have been <br />installed. <br /> <br />Landscaping <br /> <br />Landscaping will be installed per the approved landscaping plan <br /> <br />Operations <br /> <br />The approximately 6000 square foot sports bar will have a seating capacity of <br />145 to 160 people, a raised dining area will have 60 seats, the central bar <br />area will have 68 seats at tables and 32 at the bar. An outdoor patio, <br />enclosed with a black rod fence, will provide seating area on the south end of <br />the facility with access from the bar area. The site plan shows a gate in the <br />fence which would allow customers to access the patio without requiring <br />them to go through the bar. This entrance should be ehminated in order to <br />better control access to the patio. There will be a dance floor and a DJ booth <br />located in the bar area in the opposite corner from the raised dining area. <br /> <br />The floor plan shows an area that will be reserved for future use for pull tabs. <br />When the owners of the bar decide to start the pull tabs, they will be required <br />to get a gambling application from the State Gaming Commission and submit <br />it to the City Council for theft review and approval. <br /> <br />The proposed hours of operation are as follows: <br /> <br />Monday through Friday 11:00 am to 1:00 am <br />Saturday and Sunday 10:00 am to 1:00 am <br /> <br />Traffic and Access <br /> <br />Access to the bar will be via the existing entrances on the north and south <br />ends of the mall. The peak traffic associated with the bar will probably occur <br />during the evening and during lunch time. This should not conflict with the <br />peak traffic time of the other primary tenant, New Horizon Daycare. There <br />may be some overlap after work when parents are picking up children and <br />customers begin arriving at the bar. <br /> <br />The rear driveway could become a primary access to those going to the bar. <br />It would be an alternative to going through the parking lot and dealing with <br /> <br /> <br />
