existing watermain at Heritage Circle and create a "looped" condition. Each
existing and proposed lot will have a 1-inch water service constructed to property
line.

Looping of the trunk waterman system is necessary to maintain adequate pressure
in the system to meet anticipated flow demands. "Looping" will also provide for
circulation of water in the system and eliminate dead-end lines that result in
stagnant water. Providing a "looped" system will allow for the extension of lateral
systems to the surrounding area, as well as helping to minimize the number of
users without service during times of maintenance and repair to the system.

C. Street Construction

The proposed street section, shown in Exhibit 4, consists of a 32-foot wide street
with barrier concrete curb and gutter. The proposed street section provides
6-inches of Class 5 aggregate base, 2-inches of bituminous base course, and 1-inch
of bituminous wear course. This street section is typical for residential areas in
Elk River based on the native soil types present. Each existing driveway will be
provided with a concrete apron and all disturbed existing yards will be sodded and
Outlots A and B of Country Crossing 3rd Addition will be seeded.

Proposed street construction will consist of Macon Street and Riverview Drive, as
shown in Exhibit 5.

D. Storm Sewer

The proposed storm sewer improvements, shown on Exhibit 5, consist of extending
catchbasins and small diameter storm sewer from County Road No. 30 south on
Macon Street. This will collect the majority of the Macon Street water runoff.
This water will be routed to the County Road No. 30 southern ditch. The water
will then flow in the ditch to the Country Crossing 3rd Addition storm sewer
system south of County Road No. 30.

FEAS-230.365 -7- 230-365-10
